I'm not sure there is anything that can be done. It's a perception problem which is resolvable through marketing which IBM doesn't do well. Now JAVA is cool but the perception is that while JAVA does cool color graphics, RPG/COBOL can only do green (or amber) and since the AS/400 only does green, it can't do JAVA (or CGI). That's not cool or sexy.
