We rolled our own overlays/page segments using the IBM AFP printer driver. 
You need IBM's PSF/400 in order to print AFP spooled files.  It is not hard 
to do, but I had to operate on a slim time/money budget, so I didn't have 
the chance to look at 3rd party software.  I'm not convinced that we should 
have done it in-house.  It can be very tedious work, depending on the 
complexity of the check.  Various fonts, logos, bar-codes and such can be 
done, but assembling them into a pleasing "whole" takes time and patience. 
You'll hear a lot of "Move this to the left a little?" and "can you make 
this darker/lighter?"
