Http server questions

We have one instance configured on our ICS.  It is not connected to the
internet.  I would like to link the web page I am using residing on the
AS400 to an IP address that is not on the AS400 but is on the same LAN.
 
If I just type  the IP into the browser it brings up that page nicely.  If I 
link
that page to web page it errors 'Not found - file doesn't exist or is read
pro....  etc.' 

Any and all advice is appreciated.
