I figured it out.  I needed a DNS server specified.  Once I specified the
DNS server address, I can send email via SMTP from my PC client to the
AS400.  Thent the 400 does  a DNS lookup and determine that the IP address
for the domain addressed is not on my local network, so ot uses the
*DFTROUTE and SMTP sends to the SMTP gateway on the internet.
