One choice to write a CL program and use parms to pass the data and the 
instructions.  The CVTDAT command will validate and restructure any dates.  It 
would be entirely possible to  pass in a date, get back a date in Julian format 
(*LONGJUL is available now but I don't know  about for V2R2).  In some fashion 
or another this may do all you need done.
