If re-creating the user profiles and then deleting from OV/400 doesn't
work, give IBM a call at their help line.  We were given the name of the
master enrollment file (it's not hard to find if you use System Request and
look at the open files), and were told that, STRICTLY UNSUPPPORTED; IF IT
BREAKS, YOU'RE OUT OF LUCK, you can delete entries from the master file in
certain specific instances.

There is a triad of things that you need for OV:  The System User Profile,
the System Directory Entry, and the OV/400 Enrollment.  We had some fun
when migrating from 4.1.0 to 4.2.0 and somehow ended up with an old OV/400
enrollment file that had some ANCIENT stuff in it (ca 1 year).  We had to
twiddle some settings in the OV enrollment to fix....  that's when they
told us about the file.
