According to the configurator, the 2699 IOA is supported on a model 400. It requires a 2629 LAN/WAN/Workstation IOP to plug into (similar to the old comm daughter IOA cards plugging into the 2623 6-line comm adapter). V4R1 or higher is required to support the 2699 & 2629.
