There are many optional parts of OS/400 that a user can elect to install
or not install.  These options can be viewed by using GO LICPGM and
then taking option 10 to view current status or option 11 to install
new options.  If you take '11' and roll up you will see:

   5769SS1    13      OS/400 - System Openness Includes

If you want to install it just make sure you have your original OS/400
load media available and select option 1 (Install).  This option will
then load a library called QSYSINC which contains the source includes
for system APIs (in this case the source for QUSEC and QWCRNETA which
is /COPYed into the sample RPG program) and also create symbolic links
in the /QIBM/include directory for client access to selected QSYSINC
headers for client based program development.

Once an option has been installed then future release upgrades will
automatically cause that option to be re-installed.  By default new
options generally are not installed automatically during a release
upgrade.
