I would try RUNRMTCMD. For TCP/IP targets it uses REXEC protocol.
It's another standard protocol (like FTP, TELNET, ...).
It's purpose is exactly to execute commands on remote server.
You will need REXEC daemon running on target server.

Another approach could be to look for some third-party FTP server, which
does have smth similar to RCMD.
