Thanks to all who replied.  I've been able to figure out my difficulties
which ultimately were because %#*$)@ microsoft doesn't think it's
a necessity to include documentation on the ftp.exe program in 
Windows 95 - just in NT. From the combination of responses provided here, 
and the document at http://www.softlab.ntua.gr/cgi-bin/man-cgi?ftp+1 
referred to me by Hans Boldt, I found the problem to be that I was missing
the -n switch which turns off autologin.  The PROMPT command was also
needed to allow MPUT to work without requiring a response from the keyboard.
This script:

prompt off
open 128.1.3.1
user gridert mypassword
cd gridert
mput c:\mappt\incomm.*
quit

will send all files in the mappt directory named incomm with any suffix to the
AS400 to one physical file named incomm in library gridert with a separate 
member 
for each of the PC files.  The above script file is processed by this one line 
BAT file:

ftp -n -v<ftpsend.dat
