>>> 1) How is binary data represented in working storage? COMP?

If you mean how do you define a binary item, the answer is COMP-4 or
Binary. (Comp is equivalent to Comp-3 i.e. Packed.

>>> 2) How is an ASCII 27 represented in working storage?

Assumedly you mean in a binary variable - you don't say what you're using
it for. Something like this:

  77 Ascii27 Pic S(2) Binary Value 27.

If you need the same thing as a single character field then it would be:

  77 Ascii27 Pic X Value X'27'.

>>> 3) With the proper linkage parameters set up can an RPG program call
a COBOL/400 program?

Yes - it's really no different to COBOL calling COBOL.

>>> 4) Can an COBOL EVALUATE statement which uses one var (maybe more) be
as flexable as an RPG SELECT statement.

Way more flexible than RPG (although I confess it's never been a favorite
of mine because the syntax is so arcane. The equivalent to a regular RPG
Select would be:

           Evaluate true
               when A = 1 or > 12
                       Add 1 to A
               when B = 0
                       Move 1 to B
               when other
                       Move zero to A, B
           End-Evaluate.

Which is equivalent to RPG (code not checked) :

           Select
           when A = 1 or A > 12
           Eval A = A + 1
           when B = 0
           Eval B = 1
           Other
           Eval A = 0
           Eval B = 0
           EndSl
