Brad,

On a GET CGI request a Web server uses the following logic for
handling the query string (stuff after the question mark) data:
If there is an equal in the query string:
a)Yes: (e.g., http://host/cgipgm?name=value)
       Data is not passed as parameters to the program and the
       program must retrieve the QUERY_STRING environment variable
       to receive the data.
a)No:  (e.g., http://host/cgipgm?parm1+parm2)
       Data is passed as parameters to the CGI program, where spaces
       (pluses) are used to separate parameters.  In order to pass
       an equal you must escape it (i.e., %3d).
