Thanks for all who responded.  FYI I did not have any source for this
program and the file did not have any specific format.  It is a system 38
file.  The file is used to store information such as AR/AP Defaults, the
system help,  company information, report defaults.  So as you can probably
tell the file is internally described.

Here is what I finally decided.  I copied the records that I needed.(6000
records.  This file has multiple companies)  I then did a override the
copied file.  I then began deleting different "Keys" until I could get the
program to continue.  Now I have narrowed the offending records from 6000 to
132.  This is a lot easier to deal with.
