Jim,

The way we have overcome this is through the program that runs to take down
QINTER.  As soon as QINTER is down, another subsystem MISINTER starts.  We
secure the subsystem MISENTER so that only MIS folks can use it.  *PUBLIC
is *EXCLUDE.

The program that starts QINTER each morning takes down the subsystem
MISINTER before starting QINTER.

It's not the fanciest solution, but is quick to implement and it does work
for allowing only MIS folks on the system between 9:00 PM and 3:00 AM.
