Sounds like you didn't install a PTF cum package after your release
update (a HUGE NO NO !)     :-(

PTF SF40648 fixes that problem, and this PTF WAS included on cume
package C7231320 (back around August 1997), hence the conclusion that
you didn't apply a cum package after your upgrade, or it didn't apply
correctly, or you've had V3R2 sitting in a box in your office since
before last August and used the PTF tape shipped with the release
upgrade instead of ordering a new one a week before you did the upgrade
and using that instead.
