        Take a look at NIPrint from Network Instruments.  This is what we use
and it works very well.  Licensing is $29 per PC.  Other products
include Remote Print Manager from Brooknet Software.  If I recall
licensing is roughly $90 per PC.  Finally, there is WinAPPC from
Synapse.  I believe their product is a bit more robust but costs $150
per license.  BTW, WINAPPC was just profiled in the latest edition of
Client Access Expert newsletter.

P.S.  I think you can get around using any of the above if you are
running V4R2 OS/400 and V3R1M3 Client Access.  I believe they support
printing to locally attached IP writers.
