For good or ill, I'm afraid that that is correct.
While there is approximately 1 COBOL license for each 5 RPG licenses, only a
minuscule number of sites have COBOL only.  Because of this, when they
repackaged the ADTS/CS product it was decided to offer only a single product
which contained both VARPG and Code/400.

This may change in the future, but for now that's the way it is.
