In the startup job change the STRTCP to STRTCP STRSVR(*NO) then you will
have to start each TCP server
individually eg. STRTCPSVR (*TELNET *FTP) then for the web server
STRTCPSVR (*HTTP) HTTPSERVER(xxx).

Better for you to control what starts then to let the system do it.

When the QSTRUP job runs STRTCPSVR *ALL, it starts the server instance
CONFIG.
When I ran ENDTCPSVR *HTTP httpsvr(CONFIG), then STRTCPSVR *HTTP
httpsvr(xxxxxx),
it works.
