*** ADMIN: Banning of subscribers

Folks:

I've recently had ban some folks from MIDRANGE-L for recruitment
solicitation...

In the past I haven't really been able to enforce this ban, other than
keeping an eye on the subscriber file and hoping that I caught someone
resubscribing (not very efficient).

Today I did some perl programming and implemented some code that will make
the ban automagic and permanent.

I really don't like having to ban people (I'm not much into confrontation),
but it is a necessary evil.  Not everyone is a professional it appears.
