The earliest release you can specify as a target release when compiling
under V4R2 is V3R7 or V3R2.
V3R6 is not supported as a target release from V4R2M0. V4R1 or earlier
releases can compile with a target release of V3R1.

you can target back to?

I believe it;'s the current release you are on and the two prior releases. 
Just keep in mind that
V3R6 is considered to be an earlier release than V3R2, despite the names.
