David,

Why would you suggest RPG/400 instead of a mix?  If you use ILE-RPG you will 
have to pay for training.  Even if you don't use ILE-RPG a programmer who has 
experience with the ILE environment could help you move to ILE.  Some 
programmers in our shop believed that they would not benefit from learning 
about ILE-RPG and the ILE environment because they only maintained package 
software.  Then our main software vendor announced the next release would be 
written in ILE.  They are learning now.

I would suggest RPG/400 (non-ILE)... not all AS/400 programmers know ILE yet.
