You can't use prototypes with the CALL opcode.  But you can do
dynamic calls with prototypes.  Code keyword EXTPGM with your
prototype.  The parameter for EXTPGM identifies the name of the
program to call.  This parameter can be a character variable.
(Of course, you then have to use opcode CALLP instead of CALL.)

Just to note that as of V3R2/V3R6 it is possible in RPG IV to use parameter
prototyping so that the compiler CAN detect errors in parameters.
