We have a CL that does it - it based on a file that contains the desired LIBL -
it recieves the file and does this:
 RCVF
 MONMSG     MSGID(CPF0864) EXEC(GOTO CMDLBL(EOJ)) /* EOF *
ADD:
 ADDLIBLE   LIB(&LIBLE) POSITION(*LAST)
 MONMSG     MSGID(CPF2103) EXEC(DO) /* Lib exists */
      RMVLIBLE   LIB(&LIBLE)
      GOTO       CMDLBL(ADD) /* Add Lib again */
      ENDDO
