The issue is that IBM use additional flags in the file object template ( ie the
system description of the object ). These additional flags are what are used to
set this file 'read-only' to non-IBM software. The IBM functions used to alter
the file, in this case the CFGTCP programs modifiy these flags to enable
read/write/updates to the file. The AS/400 ALWUPD and ALWDLT parms on the CRTPF 
are red herrings, as IBM software ignores them any way (create a file set for
no update or no delete - both SEU & DFU will happily add & delete records from
this file...)

This file is protected this way for a reason, but for that reason you'll need
to talk to IBM
