IBM changed the public authority of PWRDWNSYS in V3R2 and V3R7 to *EXCLUDE,
for QSYS and added an explicit authority for QSYSOPR to *USE, but not for
QSYS38.  

Caution should be noted if you change the command authority back to *USE
(as we feel is appropriate in our environment), when you recover from a
disk failure, it will get re-changed back!
