That's 100% correct.
I had the same problems when I used Brief as a PC editor. 

My prior employer grew from a small S/3 with one programmer to 3 large
AS/400's with 5 programmers.  Sadly, the staff grew but the de facto
"change management" procedures did not change.  This resulted in 
lots of stepping on each others' toes.  We had the same problems
moving source around even using SEU/PDM because of the 3 machine
setup.  Dave is absolutely correct when he says it's a change management
issue.
