Thanks for everyone's input on my note below.  I had another opportunity
to try the most
obvious choices, like CHGSYSJOB which I assumed I couldn't do.  I then
remembered
my note below was probably a V3R1 issue only.  I AM able to change the
job just like
any other job and bring the CPU off it's knees.  If anyone is on V3R1, I
do believe there
is either a PTF or a magic command that IBM provided us to lower the
running
priority.  Thanks again everyone!
