The System Value QSYSLIBL has is shipped as:

        QSYS
        QSYS2
        QHLPSYS
        QUSRSYS

Try taking QSYS out of your library list, and see how long your job lasts.
(Please note, this is a joke.  Never take QSYS out of your library list!)

My suggestion is that these four libraries always exist in QSYSLIBL, no
matter what.
