Create another subsystem and use ADDWSE entries for Device name QPADEV* at
*SIGNON, and ADDWSE to QINTER QPADEV* at *ENTER.  That will make TELNET (And
passthru sessions) come into your new SBS first.  They can still do TFRCTL to
enter QINTER if they want.
