I had the same problem when I first started trying to figure out how to
configure CA. We are using AnyNet, so this may not be applicable to
other connection methods. Four things turned out to be crucial:

CA WILL not use a DHCP.

You MUST hard code IP addresses in both the AS/400 and PC HOSTS tables.

The PC needs to be at the current fixpack level.

The AS/400 MUST be at the current PTF cum level, and check the PSP for
any additional CA PTFs that may apply to your environment. There were a
lot of problems when it was first released.

I could connect (sometimes) with none of the above. File transfer is
slower than it used to be with Win3x, but it works reliably now, and
it's nice to be able to do SNA transfers with a PC bat file again.
