I don't know about v4 yet. My point was, don't pay for the license if you don't need to. According to the setup for CA win95/nt, the following require a license:

PC5250 display & printer emulation (use Graphical Access)
Data transfer (use FTP)
SNA support (not needed in TCP/IP environment)
TCP/IP using AnyNet (avoid at all costs)
NetSoft NS/Router (don't need in TCP/IP environment)

These features do not require a license, as described above:

Base support
AS/400 Operations Navigator
Graphical Access
AFP Workbench Viewer (limited use)
AFP printer driver
SCS printer driver
Application Development toolkit
Additional languages

We (ORNT) are moving into a strictly TCP/IP environment. Therefore, SNA support and the router we don't need. Likewise, FTP provides data transfer, albeit in a different syntax--something new to learn for many of us. Printing is handled very well with LPD/LPR. IBM has added some native HP stuff to remote outq's, etc., to make that better. The main problem now is PAGERANGE.

Again, all I'm saying is, "Look at what you need. Don't pay for what you won;t use."
