I need to retrieve a system pointer.  We need this for the Activate Bound
Program API.  Our current implementation is to activate the program through a
dummy procedure.  This means on the get export we have no activation mark. 
I think we would see better performance and simplify our binding script with an
activation mark.  What is the best way to get a system pointer?  We do not
have a C compiler.  We do have an old V2R3 in-house MI compiler.  I no
longer have a functional concepts manual and I need to know the format of the
instruction required.   I think it might be MATPTR.  Anyone know the security
concerns?  We are at level 30 may go to 40 someday.  Thanks for any help.
