We changed the values for Q3 too. So 'bad guys' raising
their priority in Q3 cause less harm to the good ones. ;-)

You can also specify the maximum number of active jobs for Job Priority 1,
Priority 2, ... up to Priority 9.

So you could change QBATCH to allow a maximum of 1 job of Priority 1 and 2
jobs of priority 2.

And you could change the overall maximum number of jobs for QBATCH to be 3.
