Just a thought here Tim.  Would it work to just date/timestamp the record
as its written?  Forget about coming up with seq. #s altogether.  They
furnish no useful purpose anyway.  Either that or just have a big counter
that is incremented with every write, regardless of the account number,
and get your sequence number from the counter?  Of course there is always
RRN, which gives you true arrival sequence...
