would go to V3R2.  A few reasons:

1.      The V3R1 PTF process is E X T R E M E L Y long and complex.

2.      V3R1 will become unsupported in 9 months.

3.      V3R2 will be supported into the next century.

V3R1M2 of CA will give you Unity (Operations Navigator), but the major
Unity functions are not enabled until V3R7 of OS/400.
