And there were differences in the order that the S/38 checked for
authority to an object.  Just going from memory here but I think:

Authority to file X for user Bob

S/38                            AS/400
Bob *USE                        Bob *USE
*PUBLIC *CHANGE                 *PUBLIC *CHANGE

Actual authority for Bob to file X

S/38                            AS/400
Bob *CHANGE                     Bob *USE

I believe IBM's S/38 to AS/400 Migration Aid fixed this by checking
accumulated authorities to objects, and changing them when they were
restored to the AS/400, so that file X would have been restored (via the
Migration Aid) on the AS/400 as:

Bob     *CHANGE
*PUBLIC *CHANGE
