Well, I don't know if it'll help you, 'cause your
application pgm will have to interpret the minus
sign, but the following does work (and is readable
via DSPDTAARA)

CHGDTAARA DTAARA(SMPLDA (45 4)) VALUE('-350')

You're also limited to +/- 999 values.  What you're
probably more interested in is something like this:

CHGDTAARA DTAARA(SMPLDA (45 4)) 
  VALUE(X'0003500D')

this will put the Hex representation of a packed
-3500 into your data area.
