Thanks to Pat, Tim and others who replied.  The problem seems to be
caused by mixing manual termination devices (5291 displays) with
auto-termination devices (3196/7s) on the same port.  I'll try powering
off everything, reconnecting from the end of the line back to the
controller, then powering on and reconfiguring the 5294 (a task I have
done a couple of times :-))
