The LoC  method is not a true and meaningful measure of effort or time.
A  strong component of this is skill, complexity, tool set  used with
other resources available [ i.e. system etc.]   Such  measurements are
best made with the Tool  you are going to use to repair the  problem
during Impact Analysis.  Project Management will cause you to re tune
the estimate but  a good first estimate willl come from the tool and can be
revised as the situation changes.
