I'm looking for a tool or software package that will allow me to track
changes to a physical file, need information like: who
added/changed/deleted a record, program id, before and after, etc.

Not sure what I'm missing... have you looked into system-supplied
journaling
capabilities? If you have, can you be more specific about how that
capability doesn't meet your needs, or what you don't understand about it?
(Not trying to be a smart alek... just want to understand your level....)
