Why the heck is RSLVDP not part of the C library? I no longer code MI but
use C's MI function and built-in instead.

Okay, so call the builtin... what's the problem?

I don't see RSLVDP anywhere including being exported from the various *SRVPGM's where the rest of the MI set is exported.

That's because it's a builtin. The stuff you see exported from service programs are wrappers to MI functions designed to make them easier to use from C. Only a tiny fraction of the MI functions are available this way.
