Leif,  I appreciate your insite into this.  It all is clear now.  As part
of their disclaimer states:
"FAST400 only improves interactive CPW on server models where the
interactive CPW is lower than the batch CPW value. "

If the interactive CPW was equal to the whole system CPW it does not help
to remove the "5250 flag".

OK, here goes:
1) the program is a user state program
2) it does not  use or modify the SEPT as a Trojan would often do
3) it works by removing the 5250 "flag" from a job and does no harm
