Jon, the only argument is security. Is the new company(france) allowed to see data in the existing company? can not set up security by company.
You could have a shared  pgm env.

Subject: [MAPICS-L] new company - seperate environment or share environment

Hello,

Tegal is on release 5.5 of XA (yeah, alright so we still call it MAPICS
like everyone else)

In the past, Tegal has created separate environments for each
company/subsidiary that was created. At one point, we had 7 separate
production environments (each with a separate currency). We are down to
3 active production environments and I have been informed that we will
need to create a new company for a new subsidiary in France (quickly of
course). I am wondering if it would make more sense to add a new company
to our existing primary environment as compared to creating a new
environment. All items exist in the primary environment and then get
created as they are needed into the subsidiaries. This has been
automated to a point but has led to many a problem over the past couple
of years.

Any thoughts, suggestions, warnings.... would be greatly appreciated.
