So you mean that the tool set is included in the MO BOM? How else would you
"consume" them?

P.S. this is EXACTLY the solution that I have been looking for!

We have been doing just that for years.  We have created Tool sets for
related die components.  We have also included them in the item balance to
accumulate the number of hits on the die set.We issue the die hits as
uncontrolled floor stock.  When the reorder point is reached, we make
arrangements to have the die rebuilt, replaced or checked out.
