It's not out of date.   The Windows part of it has not been "officially
released" yet.  It's only released for testing.

When 0.16.4 is released, the web page, etc will be updated...

People here are welcome to use it, try it out, etc.   Any suggestions
or bug reports would be a great help.  Just please keep in mind that it's
beta-quality right now.
