Thank you for your response. Since I made the original post, we seem to have
resolved the problem by putting the java source into one of the directories
on the "path". I have since installed the program onto two different
production systems (in a temporary library) and it works on one, and doesn't
work on the other... Just makes my day...

I think I'm just gonna call IBM and see if they can figure out what I've
done - and what to do about it...

A Google search for JVA0122 would show you an IBM APAR explaining why
JVA0122 is a useless error message. Status PRS indicates Permanent
Restriction so it's not going to be changed. Reading the original
problem in that APAR might give you the idea to run the class from
within QSHELL (a more "natural" environment for Java) and then you
might get to see any error messages from the application.

Seems to me you really got return code -113. Does that mean anything
in the SendMailApp context?
