My original question was whether sequential processing methods applied to a file opened as a KeyedFile would produce Sequential-by-Key processing. Finally, after nearly a month (including a 2-week vacation in New England), I've had a chance to write a test program (not an easy task for me, since most of my Java-to-OS/400 interaction has used non-Toolbox techniques, as we got started before the Toolbox) to see whether it works.

They do. I used the QuestView demonstration file VIEWCUS (it's always handy, its contents are easy to recognize, and it's easy to tell whether it's being read in keyed or RRN order), and the PositionCursorBeforeFirst(), ReadFirst(), and ReadNext() methods all operated in RRN order if the file was opened as a SequentialFile, and all operated in keyed order if the file was opened as a KeyedFile.
