Franco,

>From a sql perspective a library is a schema and a logical partition of the 
database, even with its own repository (I know: views to the systemwide 
repository). And even from an as400 perspective you should not have database 
relations cross libraries.
One system = one database: that's marketing: as400 has to play the midrange 
role.
