I managed a transition of a unemployment tax system from AS/400 to Java and 
JSP using DB2 on Linux servers. The most difficult parts of the rewrite were: 
(1) obtaining detailed business rules from the old RPG code, and (2) 
communicating to old green screen users about how the new system would work as 
opposed 
to how they were used to doing business. 

On top of this was the expectation from management that Java development 
cycle should be much faster than RPG.
