It should work in the /lib directory. You might check to see how
you are loading classes. If you are using Class.forName() you
might try something like:

  ClassLoader webappClassLoader =
    Thread.currentThread().getContextClassLoader();

I copied the jt400.jar into every other LIB folder I could find, to no
avail...  But creating the LIB in the Web-INF directory did the
trick...
